“Every shipment has its own story,” says Mark Dalton, Operations Manager at GulfStar. “From the moment the vessel enters the Houston Ship Channel to final discharge at storage terminals, our role is to coordinate every detail—customs clearance, pilot scheduling, cargo documentation, and liaising with inspection agencies.” Dalton emphasized that in fuel logistics, timing and precision are everything. “Even minor delays can impact refinery schedules, trading positions, and the wider market.”

GulfStar’s responsibilities begin long before a tanker arrives. The agency coordinates with shipowners, charterers, and brokers to ensure all documentation meets U.S. Customs and Border Protection regulations, including cargo manifests, bills of lading, and certificates of origin. For fuel imports such as EN590 diesel, VLSFO, and jet fuel, GulfStar also ensures compliance with EPA and IMO fuel specifications. Dalton explained, “Our team verifies all lab reports, emission compliance documentation, and quality certificates before the vessel even docks.”

Once the tanker approaches Houston, GulfStar acts as the primary point of contact with the Port Authority, the U.S. Coast Guard, and the Houston Pilots. Scheduling pilots, tugboats, and berth assignments is critical to minimize port congestion. Dalton adds, “Houston is a busy port. Coordinating all moving parts requires a proactive approach and real-time communication with every stakeholder.”

A key element of GulfStar’s service is managing inspection and sampling procedures. SGS and other third-party labs often perform pre-delivery and post-discharge sampling of imported fuel to verify quality. GulfStar coordinates these inspections, ensuring samples are collected, logged, and transported to laboratories without delay, providing traders and end-users confidence in the cargo’s integrity.

Beyond operational logistics, GulfStar offers traders risk management and problem resolution. Dalton recalls instances where weather disruptions, vessel delays, or last-minute regulatory changes threatened to disrupt shipments. “Our job is to anticipate potential issues, provide solutions, and keep cargo moving. That’s what traders rely on us for—predictability in an unpredictable market.”

The agency also assists with terminal operations and storage allocation, arranging for fuel discharge into specific tanks, coordinating blending if needed, and confirming metering accuracy. Dalton explains, “Fuel storage in Houston requires precision; different grades, sulfur levels, and product origins must be segregated. Mismanagement at this stage can have huge financial and regulatory consequences.”

Looking ahead, GulfStar is exploring ways to streamline digital reporting and compliance tracking, leveraging real-time data to improve transparency for fuel traders. Dalton believes that as Houston’s port continues to grow as a critical fuel import hub, technology and agile agency services will become even more important.
